1.Sir, Public Sector Undertakings, though are controlled by the respective governments, but their terms and conditions of employment, pay grades, departmental inquiries etc. as well as rules/regulations regarding conduct of employees / officers are also supposed to be separate from Government employees. However, in majority of cases, the Pay Scales, Conduct Rules etc. are adopted as applicable in respect of respective Central or State Government Employees. Therefore, in order or ascertain whether Central Civil Services (Classification, Control and Appeal) Rules, 1965 are applicable in any PSU, it is essential to go into the terms and conditions of employment as adopted/framed and applicable in said PSU.
2. If the said PSU has framed and made applicable its own Service Regulations, on the subject as mentioned by the initiator of this thread, then naturally the above Central Civil Services (Classification, Control and Appeal) Rules, 1965 will not be applicable in said PSU.
