Why the company will take the contract workmen in their employment ? In our opinion contract workmen engaged by the contractor can not ask the Principal Employer to absorb them in the company.

You may notify the vacancy. Any contractor workmen may apply as a candidate as per his/her employability. if you find him/her suitable then you may issue the employment offer to him/ her. He / she will submit his/her resignation to the contractor ( Employer). He/ she will join your organization as an employee.
