As per Section 1(6) the payment of wages act is applicable to ee earning wages up to Rs 18,000/- only,
So if we consider the definition of wages given in the same act it is to be considered as "GROSS" wages so per this facts many ee will be out of the preview of this act.
If i am correct as said above then employees earning more than Rs 18,000/- wages will be governed by which act for the issues related to payment of wages and deductions?
Please provide insights.

Still the question of deducting PF is not understood, i have consulted few people and they say PF has to be deducted as they are wages and not overtime amount, requesting provide insights please...

The workmen earning over ₹18,000 will be governed by other acts - factories act, shop & establishment act, min wages act, standing orders act, industrial dispute act, etc
Highly paid employees do not actually have any specific protection and they will need to file a civil suite against the Comoany.

Mostly the members have touched upon the points you raised. Regarding the Ceiling to cover under PWA,1936, the Wage to be taken upton Rs.18000/- which is covered Basic and DA, but not the GROSS.
