Is PESO license required for ethanol storage flash point 12 degree Celsius proposed storage is 25 KL.
Since Ehthnol is Alcohol group . and in petroleum rules 1976 Petroleum's definition "Any liquid hydrocarbon or mixture of hydrocarbons or any inflammable mixture (liquid, viscous/solid containing any liquid hydrocarbon.)"

Dear Jenish Parmar Yes, Ethnol comes under Class "A" Petroleum product and requires License from PESO.

Along with PESO licesne, u need to get permission from state excise and prohibition dept for storage and handling of ethanol. Kindly refer your state excise and prohibition act.
NOTE: Ethanol is an alcoholic substance, it is consumed in the place of wine by illiterate people after getting ethanol odour while handling.
Due to Intoxication substance, government regulated ethanol in handling & storage.

PESO Licence is required for storage of 25 KL ETHANOL. Its containing Petroleum Class A ,as its F.P. is 12 degree celsius.No licence is needed , if total quantity of possession does not exceed thirty litres. Also permission for storage and handling of Ethanol is required from Prohibition and Excise Deptt of concerned State.

If the total ethanol content is less than 99.5%, then no need of PESO License.

Hi Members.

This matter is old, but i have a smilar problem
The FAQ page shown above seem to have been deleted.

There is a notification of Aug 2019 which states that Ethanol is a Class A item under petrolieum rules and therefore needs license for transport. My assumption is that if there is a need for license to transport, then there will automatically be license to store.

As per above reply please find herewith the flammable product storage criteria based on its flash point (Petroleum Act-1934- Petroleum Rules, 1976)
Definition of Petroleum as per the Act.
Any liquid hydrocarbon or mixture of hydrocarbons or any inflammable mixture (liquid, viscous/solid containing any liquid hydrocarbon.)
Classification of Petroleum : -
This is based on flash point.
Class A - flash point less than 230C (LPG)
Class B - flash point 230C or more but less than 650C (Kerosene)
Class C - flash point 650C or more but less than 930C (Furnace Oil, LSHS, LSGR) flash point 930C or more -not covered under Act.
Storage of any petroleum product covered under the Act requires storage license. However, some quantities are exempted under section 7 and 8 as given below.
Exemption limits
Class A - Not more than 30 tit ( i.e. upto 30 lit)
Class B - Not more than 2500 lit and not more than 1000 lit in the receptacle (container)
Class C - Not more than 45000 lit (i.e. upto45 kl).

Section 7 & 8 for your reference……
Section 7 :- No license needed for transport or storage of :
i) Petroleum Class ‘B’ (Non Bulk) in quantity not exceeding 2500 ltrs. And in receptacle not exceeding 1000 ltrs.
ii) Petroleum Class ‘C’ (In Bulk) in quantity not exceeding 45,000 ltr
Note :-
a) ‘Non-bulk storage’ means storage of petroleum in receptacle /container/tank of water capacity not exceeding 1,000 ltrs.
b) ‘Bulk storage’ means storage of petroleum in container/tank of capacity exceeding 1,000 ltr.

Section 8 :- No license needed for import, transport or storage of petroleum Class ‘A’ not intended for sale if the total quantity in possession does not exceed 30 ltr. However, such quantity of petroleum Class ‘A’ not requiring license shall be kept in securely stoppered receptacles of glass or stoneware of capacity not exceeding 1 ltr. or in receptacle of metal of capacity not exceeding 25 ltrs.

A clear colorless liquid with a fruity odor. Flash point 24°F. Less dense than water. Vapors heavier than air.

Since Flashpoint is 24 deg F (which is below zero deg centigrade)
Therefore, it will always be Class A

The Ethanol Required PESO license to storage, manufacturing, and transportation under form 11, the <99.5% ethanol FAQ has been removed from the PESO website earlier it was mentioned not required if <99.5%, not there is no percentage, any Ethanol percentage needs to get a license under PESO class A.
