Hi! Need to conduct a behavioral training for the clerical staff who have 25-30 years of experience and are over 50 years old, working in a PSU. Please suggest topics. The purpose of the training is to bring a positive change in their work attitude.

Are you from that government organization or are you an external training provider? Who has chosen the training topic as "positive thinking," and why? For those who have spent 25-30 years in the organization, or those who are 50+, why is "positive thinking" a challenge for them? Is this a topic suitable to be taught at that level? Why are their officers or managers unable to foster positive thinking amongst their juniors?
Your query is not for one of the odd employees but a group of persons. Why are negative thinking individuals allowed to continue? Are they not a liability to the organization and the nation? They are a liability to the nation since their salaries are paid through the taxes that a common citizen pays!
I am surprised at the choice of the topic and your query as well. There is a whole lot of material on the internet, yet you chose to raise a query for this basic topic. Are you fit to handle the training if you cannot search for training topics on your own, is this positive thinking or negative thinking?
More than positive thinking, what is needed is soul-searching for your client and yourself. The sooner you do it, the better for everyone!
