Hi Instead of issuing the appointment letter you can issue the promotion letter. In that you can mention as transfered to the department also

Dear Swetasrini,
Appointment letter enumerates the conditions of employment. Conditions of employment do not change when employee is transferred from one department to another. Therefore, as stated by Jeevarathnam just issue the promotion or transfer letter. In this letter you may include employee's Job Description, Reporting authority, measures of performance etc.
Thanks,

You can mention as :
You are promoted to ..........(name of post) and posted/transferred to work in .........(name of Dept.)w.e.f.............. or from the date of reporting whichever is early. .........

Der Swethasrini,
No need to give any appointment order Since your company is promoting him to the higher post, you can issue him a Office Order quoting his promotion details such as designation salary other allowances etc Either in the same letter or by a separate letter, you can mention that the services of Mr xxx is transferred to so and so place due to exigencies of work and place, to whom to report etc. Pl see that give him a minimum of 10 days to report to new place of posting.
