You can take anywhere in India. You have to get registered with state sales Tax and get TIN. Labour licence to be taken there.

There is no restriction that says a state government will only give a contract to companies from that state. However, it is an area where nothing seem as it is on the surface. There are brokers who get you the contracts and arrange for the things required.
