I want to know if the minimum wage act depends on the employee's location/region or employer's region. My company's HQ is in Gujarat, but the employee joins in another location, so should we consider Gujarat's wage or Bangalore?

Jurisdiction for any legal purpose depends only on the place of work of the employee. Whatever the headquarters of the company, the wages should be paid at the minimum rates of wages fixed for the location/region in which the place of work falls.

If a contractual/outsourced Data Entry Operator (D.E.O.)/Stenographer working in various Ministries/Departments does not come under the Scheduled Employments, why does the Central Govt. pay them minimum wages in accordance with NCT of Delhi? Additionally, why does the Central Govt. consistently award tenders based on the lowest bid in alignment with NCT of Delhi?
