If he doesn't have a wife or children, he can nominate his brothers or sisters or their kin. If he doesn't have any nearest blood relation, he can nominate any person (whom he wishes to) or organization (like orphanages, societies, hospitals, or educational institutes or anything).

Yes, it can be done. Whenever a new person joins the organization, they are asked to fill PF Nomination Form 2. It's clearly mentioned to fill under EPS to nominate any person apart from a family member. One can nominate a brother's name, his son or daughter, a sister's name, her son, and daughter. Alternatively, it can be mentioned as clarified by Prachanda.
