In the finance budget the finance minister has proposed to increase pf ceiling from 6500 to 15000. can pf department issue notification before passing of the bill by the parliament?

We are all implementing the new wage ceiling frm Rs 6500 to Rs 15000 w.e.f sep 2014. being in the shop act the Basic plus DA ( As per minimum wages ) only need to be considered..
Or
whether we want to consider the gross salary for the calculation whose salary is below Rs 15000. Wht is the maximum HRA can come, is it 20% only of the basic ? Is it excluded ..
Hope any of my friends can clarify which is to considered? whether Basic + DA or the Gross salary..
