I work for a start-up IT company, our team consists of just 3 software engineers, among these 3 we have decided to promote one of them as the leader, since the team is so small I was hesitant to give him the title of Team Lead, could you suggest some titles that could be his designation. Also, kindly suggest if Lead Product Engineer is a good title.

IT Companies gives titles such as programmer Analyst or Associate or Senior Associate.
For a lead position you may give the title as Lead Engineer rather than Team Lead.

Are these guys Experienced?
If not you can give title as Jr. SDE i.e. Jr. Software Development Engineer and SDE i.e. Software Developement Engineer.
If yes Best title for leader is Sr. SDE.
