Dear Friend,
In factories where the Factory Act applies, a license is not required for Forklift or Tractor driving. However, periodic training is essential for drivers. It is even better if drivers possess a license issued by the Road & Traffic Officer. Traffic rules do not apply within the confines of the factory.

You can refer Motor Vehicle Act, 1988,
Section 2 - Subsection (21) “light motor vehicle” means a transport vehicle or omnibus the gross vehicle weight of either of which or a motor car or tractor or road-roller the unladen weight of any of which, does not exceed [7500] kilograms ;
