As per order dated 11th October 2017 the Haryana Labour department has clarified on the revised factory license fee as per amendment of the Rule dated 17th February 2017. Haryana Labour Department has stated that the revised fee shall not apply to application for fresh or renewal or amendment of factory license filed on or before 16th February 2017 through Haryana e-service portal www.hrylabour.gov.in. The renewed fee only applies to applications for fresh or renewal or amendment of Factory license received on or after 17th February 2017. However, in case of receiving the amendment applications of such factory license application on or after the 17th February 2017, the revised factory fee shall be levied only for the subsequent years of the original applications. For e.g. if an original application has been made for years 2015 to 2019 on dated say 10th November 2014, in case of its amendment application received on or after 17th February 2017 say on dated 25th August 2017, the revised factory fee shall be levied only on the remaining part of the license period i.e. for the years 2017, 2018 and 2019 and not for the years 2015 and 2016 or as the case may be.
