I am working in a construction company with a team size of 40. There are two categories: 1. Office staff 2. Site staff (labourers, supervisors). To enhance employee involvement in the company, I would like to arrange some activities through which employees can work in a more enthusiastic manner. I also want to establish policies that are necessary in a construction company.

It is a myth that activities change employees' behavior. Change could be there, but it hardly lasts, and things come back to square one. I have repeatedly written about this in my various posts. As far as working enthusiastically is concerned, much depends on the kind of culture you have in your organization. The second thing is about right recruitment, career consciousness, etc.
I recommend you concentrate on the organization's culture. If the culture is not conducive to teamwork, then you cannot contrive the teamwork come what may.
