a. Approximately 400 to 600 contractual manpower enter through the Security Entry Gate.
b. Proper areas are not covered.
c. We have engaged manpower suppliers through the time office.

e. Issue Gate Pass.
f. Monitor statutory compliance under the labour laws.

Basically, this is a question asked by my boss as I am presently working on a few things:
1. Gate pass is used by the security as recommended by the Time Office Head.
2. Labor is provided as requested by the concerned HOD/section head.
3. Some laborers are fixed, and 50% are variable depending on demand.
Therefore, my boss feels that something is missing for the control system. That's the reason they want an SOP.

Apart from lacking control, you are sitting on a time bomb. The actions you are taking can very well be used against you by workers who claim permanency on grounds of the contract being a sham. Your compliance monitoring should not result in a bigger risk of the contract workers claiming permanency.
