Our management has decided to introduce a Retention Bonus Policy for employees of Turnkey Solutions, a management company. Before drafting and proposing this policy, we would like to know what the average lifespan of an employee is in this industry.

A ballpoint figure might not be an appropriate measure for standards. The employee life cycle depends on the stage the employee is, i.e., early, mid, senior. An average of 18-24 months for early level, 3-6 years for mid-level, and more than that for senior level can be broad-based. However, that's essentially a generalization and not a ground rule. The motivation of an employee is the only measure.
