please check with your management on how many days they want give to an employee in a particular year. I would suggest the following
CL - 5 or 6 days ( not mandatory)
EL - 15 or 20 days (mandatory: 1 day per every 20 working days)
This is more than enough for an company.

see the leaves procedure will be base of on the govt. G O of leaves which will be realized in December month every year.
and other leaves like causal leaves -CL and Earned leaves-ELs as per the Factories act - 1948.
ie Cls will be given for every 30 working days and the Els will be for every 20 working days and in this he will be eligible to take Els only after this completion of 240 working in the origination.
so u can calculate the leaves..
