I am writing a literary review with very poor resources and supervision and would appreciate any information.

Well, the selection of employees or workers is one of the most important tasks for a company or business. The success or failure of a business totally depends on the workers and their skill sets. If the employees/workers are skilled, they will complete the tasks successfully when a related task is assigned to them.

Also, this selection and the skills of workers directly affect the ROI of the business. Somewhere you can assume that ROI is directly proportional to employee skill sets (if you properly accommodate with the compensation to the employee).
