Thank you very much for posting this gazette .
As a matter of curiosity I just want to know where one can locate such appeal cases?
The rules as they are, are generally lopsided in favour of statutory authorities.
Many times the clearance given is provisional. This has been my experience.
Often for fear of bad publicity, any management tries to manage a situation.
In many developed countries they do not have an equivalent of IBR.
Of course there are regulations that are more user friendly
and governed by Pressure vessel regulations
Yet a high degree of safety is achieved when it comes to operation.
Like many out dated Rules & Regulations ( Telegraph act for example)
is it not time to have a re-look at the IBR provisions in total.
