Dear Shruti,
First of I tell you that without relieving letter and experience letter, you should not have left the company. Here I advise you to approach your previous employer and request them to provide you the same. If they people refuse you to do so, you can go to the Director of that company or authorized person of that company directly. If not solved then you can go to ALC of your area and explained whole matter.

Are you working in a factory or an office ?
In most cases, the law is that the full and final settlement needs to be done in 30 days
Out of that, the amount due for salary / wage must be paid in 2 working days from date of termination.
The law is silent on the matter of delay in issue of relieving letter

Then you need to check with the shop and establishment act of your state
it will have a section on resignation and termination.
That will have a specific requirement stating in how many days they need to give you your full and final settlement.
