A HR is not a powerful person or a decision maker for a company, he/she is just an interface of the management and the staff, a bridge between employee and the employer.
Simply saying, a HR is a People Friendly Facilitator.
For that a HR must know how to judge people, or at least how to not misjudge people.
This presentation might help the HR, who are trying to be a real HR.
