Dear Sir,
We are having non resident employees. Every month we are giving salary apart from at the time of first arrival, we are giving travel allowance (one time only). Whether we need to deduct and remit PF for one payment.

what do you mean by NRI? Indians holding citizenship of another country? expats? what do you mean by remit PF for one payment?

Dear, PF deduction should be only on Basic and DA rather than Travelling allowance.

Every employee of an institution/factory/mine/shop are entitle to pay PF by the management. There is a option for the employees who is drawing salary more than 6500/-.

As per EPF Scheme, 1952, Employer and Employee share are equal upto Rs.780/- (which is 12% on 6500/- per month). The provision is there for employer, that employer shall be limited to the amounts payable on a monthly pay of [six thousand and five hundred rupees] including [dearness allowance, retaining allowance (if any) and] cash value of food concession].
So the contribution for Employer and Employee are equal up to the salary of Rs.6,500/- p.m. for which the PF contribution either side is Rs.780/- is maximum.

Greetings!!!
PF is a deduction/contribution on basic+DA ( unless and until, your company is so generous that it is contributing to PF on the gross salary ).
One time payment , in my opinion, will not change the basic+DA, so there is no need to deduct/contribute PF on the same.
However, members can provide better suggestions , if you attach the salary slip.

Dear Sir,
But PF commissioners are insisting us to deduct PF Gross salary of expats. We agreed for that, but Travelling allowance is one time payment and We have not included in their salary statement. For that also they asking to deduct PF. Whether this correct?

No, PF is permitted to deduct only on Basic+VDA. TA + HRA + Mobile Allowance, etc will not include in the PF. It depends upon the organisation basing on the Salary structure.
