Number of leaves is usually granted by taking into consideration the bare minimum leaves stated by the Shops and Establishments Act, Factories Act, or any other act suitable to the company. Note that the maximum number of leaves granted by the company should be in compliance with such a number.

For example, as per the act, you are required to provide 21 leaves to your employees annually. The year for this purpose is usually the calendar year (Jan-Dec).

If someone joins in the middle of the year, the eligible leaves for that person won't be 21 but will be on a pro-rata basis, i.e., 21/12 * (number of months served in the year).
