At first you have to know the provsions of section 25FFA / 25FF & 25O Industrial Dispute Act 1947 where the term "Closure" is defined which refered Chapter-Va (Less the 50 Workman) - No need to take permission of closure Chapter-VB (More then 50 Workman ) -- Need to obtain previous permission from the Government.
For EPF & ESI you have to send gen intimtion for closure but submitt nil return upto the take final closure
For factory Act you have surrender Facctory License with written request to closure
