1-The manager: Because he is the one sees the employee performance, and can judge what kind of T & D he needs?
2-The employee himself fill it, as he is the best one knows his weaknesses?

What's stopping the manager and the employee from completing the TNA form? Its not as if filling by one nullifies or reduces the impact of completing by the other.
In fact, any TNA done correctly should incorporate a number of elements - particularly the employee and their immediate supervisor/manager.
There is no harm is completing TNA forms just like a 360 degree evaluation form. In fact, why not make the TNA an integral element of the 360 assessment itself?
