AS PER LATEST WAGE REVISION OF OFFICERS 3 STG. INCREAMENTS ARE AVAILABLE FOR SCALE II
AS PER PENALTY LANGAGUE DURING PENALTY PERIOD NO INCREAMENT WILL BE GARANTED DURING PENALTY PEIROD
WHEN THE 2ND AND 3RD STG. INCREAMENT WIIL BE DUE
WHETHER THE STG INCREAMENT IN DIFFRENT FROM NORMAL INCREAMENT

What I understand is that you have reached maximum of the scale -II on Nove.2011 after forgoing one increment for one year and thereafter getting your normal increments on the anniversary date of your increment i.e.November. I would like to make it clear that a stagnation increment is different from normal increment. A normal increment is granted to an officer every year on the anniversary date of his increment and in your case it is November. After drawing such normal increments annually and also after after serving the penalty, you have reached maximum of the scale in November 2011( after getting your last increment in November 2011. After eaching the maximumof the sacle, an officer employee is not eligible for normal increments which he was getting annually. He will be eligible for only stagnatiion increments. As per the details furnished by you, you must have got your first stagnation increment on Novemebr 2014( but not Nov.2004 as stated in your post) after lapse of three years.Thus the second and third stagnation increments fall due on the following dates :

1) 1st stagnatin incrment : November 2017

2) II nd stagnation increment : November 2020.

I have wrongly stated as the fist and second stagnation increments. It shall be read as II nd Stagnation increment and III rd stagnation increments as under:
1) IInd stagnation incrment due on : November 2017
2) IIIrd stagnation incrment due on : November 2020
