There is no age limit to learning. As you mentioned, your boss is very busy in his area of work because that is his working style. As you are in HR, you can approach the training department to provide you with some training on the needed functions. Remember, you can't expect your boss to teach you everything. He is supposed to guide you at each level but not all the time, please. Study various HR functional materials from websites and try to link them with your current organization.
Make it a point that only you need enthusiasm for the same. All the very best!
