Increment percentage will fall under the variable pay under CTC of the company..
So it solely dependent on the management's wish , that how much percentage hike they can provide to each individuals on their target achievement. HRD can propose some increment slab 10% -25% ..but that should be modified and approved by managemnt..

You have already introduced the performance assessment system. You may refer that system / book itself. As you know, it is all baout the perfromacne of the person for his increament. There are widely two kind field on performance. Core area ( Technical, Accounts, Finacne, Sales, Marketing..) and other is person's soft skill ( Teqam building, Drive, Analytical skill, Presentation, Conflict resolution...). Aprt from this awareness / knowledge / possesion of these field, bottom line is the achievement of the goals / targets / objective /a ctivity defined by management for that employee. There is percentage for all these attributes, defined in Performance Assessment System.
I hope, this is in line with your requriement.
