Dear seniors ,
1. In order to get exact total headcount within min. time during emerency what best practices should be adopted by HR&ADMIN dept.
2. could anyone provide sample policy for company owned ambulance usage which also clear it's use for Internal purpose & external purpose ?

Dear Abhay,

In an emergency mockdrill you can have the head counts by manual count or automatic display.

1. Manual Count:

In your procedure you must have Assembly points.

You can instruct the employees to stand in rows and a fix munbers of employees in a row. Say 10.

Count the number of rows and multiply by 10. Make gap analysis. If some are missing identify them and investigate why they did not come to Assembly Point.

2. Automatic:

If you have punching cards or biometric punching system. You can install one at the assembly point. You can ask all employees to punch at the time and you can get the headcount immediately by the Server / Computer. You will also get the names of those who did not come to Assembly Point.

Employees remaining absent, should be trained further for emergency preparedness. (you may tell them the Facts of AMRI Hospital Fire in Kolkata In Dec 11)

Ambulance:

The Ambulance can not be used for any other purpose.

It is to be used daily at least for 15 minutes.

The Tyre Pressure should be adequate

Flashing light to be in working condition.

At least two Security Personnel in all the shifts to have permanent Driving Licence.

The Oxygen Cylinder and Stretcher should be available.

The Oxygen Cylinder to be with adequate pressure with water boul, and cylinder keys to be in place.

Thanx for quick reply .
Kindly guide for following :
1. By using above methods we can get exact numberof staff or employee on roll but wt about contract worker / daily wages worker / Truck driver & cleaner of suppliers / visiters / auditors , sales person from supplier if any present AT THE TIME OF EMERGENCY.
How one can get idea if someone (Apart from staff or on roll person) ran away outside the premises by crossing the fencing/wall. To avoid such incident what should be our plan. still if such incident happened then what should be our line of action.
2. If ambulance required for other nearby industry then wt should be best policy .
3. If ambulance is out of premises for any reason then preventive measure policy if any to avoid incoviniance at factory site?

Dear Abhay,
1. I have seen a practice in one company the access control cards are issued to Truck Drivers. These are issued to a Group and no of people entered with the truck is recorded. Then the procedure is normal.
2. Company has to issue similar cards to all contract workmen and visitors.
3. Alternatively the manual records can be maintained, but in this case it is not possible to get immediate head count. You will have to record the names of contract labor, visitors who assembled at Assembly point and then tally with the manual registers. Then fine gaps.
4. If it is possible for the workers to cross the fence, then you can have the following controls.

1. Construct compound walls.
2. Put barbered wired with dense pitch
3. You may even install cctv cameras at probable locations.

@ sudhirji ...I read ur post & understood but my query is was:
Suppose if org. hv ambulance Then :
1. Can they give to it neighbouring industry (or OFF site emergency) of their emergency
2. In such case what should be policy regarding driver , first-aider , After service acceptance criteria etc.
3. at same time if any mishap happen in our site then ????
I am asking ambulance usage policy kindly guide/ add inputs so that I'll able try to make flawless policy .
