There are number of ways a circular can be circulated.
1. Through emails (a notice / communication can be circulated to all employees
via mail to their respective email ids).
2. Through notice boards.
Usually in big companies, where employees are based at multiple locations, it is very difficult to communicate and put on notice boards any message or notices.
