Our's is small company with 30 employees and we are into manufacturing based in Chennai.We want to
outsource our Payroll.(It includes payroll calculation,PF,ESI returns filing & maintaing of registers & records as
per applicable labour laws).
How much we can pay to a third party consultants?
Can we enforce him to represent the company during inspections?(PF,ESI etc)

Yes, if you wish, you can include a clause in your terms of engagement to represent the company during inspection. In fact, this is a general practice. How will you present one explain something that an external expert has done. Unless you are rechecking everything he did, which would be counter productive.
Cost of services depends on where you are and your size. The costs are generally higher for small services like yours. Not being in this field, I can not give you an estimate.Logocally,mthe costs will be similar to having a person Inhouse, except that you don't need to monitor him all the time or worry about him leaving,etc.
