In India, we have the following compulsory paid holidays. The rest of the holidays are to be finalized by the Estt., maybe in consultation with the admin or the Union, as the case may be:
1. Republic Day
2. Dr. Ambedkar's birthday
3. Independence Day
4. Mahatma Gandhi's birthday
The days and practices will vary from Estt. to Estt. and place to place. However, in finalizing the list of holidays, one has to take note of the gazetted list of holidays of State & Central Govt. to be in line with them. There are local holidays that are necessary to accommodate local needs and, of course, local hartals and bundhs which are strictly not allowed to be listed.

You need to check with the Maharashtra Shop & Establishment Act. To the best of my knowledge, you need to follow an 8-hour, 26-days work regime. In case the person is on a contract and you wish for him to work extra, you need to pay him overtime at the minimum wage per day/8. Also, for every 20 days worked, you get a paid holiday. You need to provide them with SL & CL but no PL. The same applies to security guards. In case you call them on their weekly day off, you need to pay them double the wages. Also, most organizations have 10 days off in a year as per the Gazetted and restricted holidays list. If your work tends to suffer with a holiday like this, you can use the Compensatory off mode. And please understand that the Factories Act is not applicable here as they are contract laborers. So, the CLRA Act is applicable with Shop & Establishment.
