Can anybody help me in drafting a mail for an employee who has not completed his notice period and left.
I want to address all the concerned departments that his services are withdrawn from the day he is absent.

Simple english is sufficient.
This is to inform that Mr.xxxxx has abondoned the services and left the organisation without serving the mandatory notice period w.e.f. xxxxxx (date/month/year). All the employees are hereby cautioned not to deal with the said employee on business matters hereafter and if any person who deal with the above said person is deemed to be doing at his own risk. The above said person is declared as absconding from xxxxxxxx (date/month/yr).
All are requested to comply with the above directive and this directive comes into force with immediate effect.

Hi Kirti, please find the below draft as per your post.
HI xxxx,
Reference to you offer/joining letter you have to complete your notice period upto xxxx(Date). The agreement between you and xxxxxx company has been terminated immediately if you fail to complete your notice period.
Kindly do the needful to avoid any action against you.

I have drafted it in this way -
To
The Director
aaaaaaa Pvt Ltd
Subject: Regarding Employment Discontinuity of XYZ
This is in reference with the conversation with XYZ held on DD MM YYYY
As per the discussion with XYZ, He is not able to continue the employment due to
personal issues and has not served the notice period (45 days) mentioned in the agreement.
So the services will be assumed to be withdrawn from DD MM YYYY
