It's a good move; but without taking the background of , it can be highly discriminatory. What's the idea in such a policy?
If you still want to continue with the policy, you can give them book tokens, if such a thing is available in India.

Hello Anuradha,
You can invite applications from the employees whose children got the good percentage ( like above 85%) in their academics (like SSC ). So based on the ranking (based on their marks ) you can sponsor money for their next academics.. You can decide the amount based on the number of candidates and according to your budget.

First of all frame a policy which would include the following
- who is eligible
- what is the eligibility criteria
- when is the announcement to be made and how will you ensure that everyone gets the information
- how are the nominations to be received and what supporting documents are to be submitted
- who will form the scrutiny committee
- what is the budget allocation for the entire theme
- based on the budget work out the modalities of how to implement e.g. do you have a get together, what will be the prizes, who can attend etc.

Dear Anuradha,
Request you to consider not just recognizing the highest scorer but include the one who makes the best improvement. This can be done by collecting not just the current score, but the scores from the last assessment and then identifying the relative improvement. An effort like this will bring in recognition to not just the merit category but encourage everyone to work harder.
