Prema,
Your question is very subjective , we will not be able to come into a consensus whether 3.5L is a decent salary for you, until we know exactly what are your credentials , skill sets , competency level and its relativity to the job involved.
We doesn't know what level/grade you are working at , what is your performance style & your deliverable (in measurable terms) to decide upon your worth & decide whether your CTC is matching the same.
I would say , you are the best judge for this question. Think yourself, do some brain storming and arrive at a conclusion.
If you feel you are undervalued, speak to your current employer, try and convince them. If there are no takers for your request , move on , find a better opportunity

Prema,
In addition to what I said, CTC is based on the following factors.
1. Dislocation of employees due to regular transfers.
2. Frequent travels
3. Hardship
4. Companies financial standings
5. Individual performance
6. Locations
7. working hours
In my view, you are positioned at your native and does not involve much business travels, dislocation, etc. You have to compare your CTC with similar types only.

Dear Prema,
There is no any such slab for HR in non IT & IT, purely depends on factors as mentioned in the above posts.
Pay scale is more stable & higher for non IT HRs in the long run , as there is no fear of Industry Saturation as IT / ITES sectors.
