You haven't mentioned 'WHY' you had to devise this scheme in the first place. Also, you haven't mentioned if anything was done to alleviate the causes/reasons for late attendance of the employees – assuming this to be the reason for this Reward Scheme. So, any comments by the forum members wouldn't really address your problem. Please give the full and complete picture if you want real practical suggestions for the whole problem and not a piecemeal solution, as it's usually interlinked.
