As per the ESI - coverage of employees act, the new rule says
A monthly wage limit is prescribed by the Central Govt. for the purpose of coverage of employees/workers of the aforesaid factories or establishments. An employee has been defined under Section 2(9) of the Act and means any person employed for wages in or in connection with the work of a factory or establishment to which this Act applies. The wage ceiling is enhanced from time to time. The existing ceiling effective from 01.05.2010 is Rs.15,000/- per month.

Hence, you can check after deductions if your gross salary is 15,000/- then your company is right.

if your Co. is asking filling ESI Form, this means your CTC is Rs.17500/- and not gross. Please check up. Your gross must be below Rs. 15000/- pm.
