Sir, it appears that the concerned government has not so far published the intended gazette notification regarding the enhancement of the wage ceiling to Rs. 21,000 under the ESI Act, 1948. If necessary, you can confirm the position either from the nearest office of ESIC or from the appropriate government department, i.e., the Ministry of Labour, Central Government, in New Delhi.

The government has yet not issued any notification on enhancement of ESI Wage Ceiling Limit to 21000/- as announced by the Central Labour Minister. Unless we receive notification, implementation cannot take place.

On Minimum Wages Enhanced by the Govt of Delhi Effective 01/10/2016
The Government of Delhi has increased the minimum wages, declaring the existing wages as basic and dearness allowance of Rs. 156, making it Rs. 9724 for an unskilled category of workman. The minimum wages consist of basic pay, HRA, and other livelihood expenses.
While fixing the existing minimum wages as basic pay, the government has not mentioned in its notification what the HRA amount will be in the new minimum wages. Does anyone have an idea about the amount incorporated as HRA in the minimum wages fixed by the Delhi Government from 01/10/2016?
