Joint Parliamentary Committee is one type of ad hoc Parliamentary Committees constituted by Indian parliament
Mandated to inquire into a specific subject, a JPC ( Joint Parliamentary Committee) is constituted either through a motion adopted by one House and concurred by the other, or, through communication between the presiding officers of the two Houses. The members are either elected by the Houses or nominated by the presiding officers. As in the case of other parliamentary committees, they are drawn from different groups. The strength of a JPC ( Joint Parliamentary Committee) may vary. The Lok Sabha share is double than that of the Rajya Sabha

JPC Probe is an investigation, especially by a legislative committee, of suspected illegal activity. It has no judicial powers and cannot penalize or charge sheet any one.
Supreme Court is supreme judicial power in india and final and binding on the convicts.

JPC (Joint Parliamentary Committee) is generally constituted out of MPs to probe a controversial national important matter (usually a scam, irregularity etc.). Demand for a JPC is raised by the opposition, which the ruling party willingly or unwillingly may agree. It is tried to accomodate MPs from all major political parties usually in the ratio of their strength in the house. Naturally the persons who become a part of the committee become important, if they are not already so. The committee examines in detail the documentary evidences, the persons involved. They can call the concerened officers, ministers etc. to ascertain the facts. The committee usually is given a time frame which may be extended, if required. In the end, the committee tables its report and recommodations in the parliament for discussion and subsequent action to be taken.

Whenever, in the history of Indian Parliament demands to announce JPC(Joint Parliamentary Committee) probe had arisen by the Opposition, the governments of the day either under one pretext or another raised its reservations often leading to standstills in Parliament for consecutive days except on one ocassion when the formation of a JPC couldn’t hurt both, it is learnt. But when it could bruise the ruling party’s image on completion of the probe they know for certain that it would affect them adversely – the culprit can very well sense the shape of things to come – the ruling elite stays adamant, come what may, often leading to the ultimate – the adjournment of the session sine die. In such a situation, the intensity of the demands voiced by the united oppositions demands weaken gradually often ending into a whimper. In the meanwhile if some other issue comes up opposition very well jump on it and forget the old story howsoever epoch-making it was forgetting its potentialities of driving the government into a catch-22 situation. The new issue, a hot issue that also, all issues are hot in our country as the ones involved in such issues are also hot ones – the govt could heave a sigh of relief for the moment.
