I am accounts manager of project orinted company.I have one question to be answered by members.
I recent times, my HR manager is not getting well with me for the reasons best known him.But he displays it in our official relationships.
He overlooks me and tries to by- pass my authority in my department and interacts with my juniors.Even in imporatnt official informations, he overlooks me and passing on to my juniors.
Even when I am not keeping it on mind, and walks to him to have points to discuss, he is not answering me even in front of other staff.
Is it correct attitue of HR who is supposed (?) to guradian of all employess.

Dear Sundaram,
Tell your General Manager or any other person who is in position of authority to devise protocol of communication. Keep this position of authority informed of these incidents as well.
Tell your juniors not to deal with HR Manager directly. When he approaches directly to them they can tell politely, "it would be better if you inform our manager"
Hopefully this will reduce the problem. But then one day you need to sit across and sort out the matter. If you retaliate with same behaviour, it will vitiate the atmosphere and impact the organisation's culture too.

Dear Mr. Sundaram
Please give clear instructions to your subordinates and juniors that they will not entertain anyone coming from other department until unless you give express instructions to your assistants (express means your subordinates should not tell you any excuses that your way of talking with some other department persons give me the implied instruction and so on).
Please communicate all your official matters only through e mail and do not make it in oral. Please do not make any personal talks until unless the accounts manager comes and talks to you in person.
You have to make him feel that he is facing this problem due to neglecting you in official works and he has to regret for that.
