An appraisal of Laborers should be no different than for an executive:
What are the responsibilities? How do they fit into the overall scheme of the department's goals (the department's fit into the organization's goals)?How can they improve efficiency (training/ schooling, equipment, methods, materials, and the like)? What are professional/ personal goals? How do you expect to achieve them? What time frame? Areas where expectations have not been met? What kind of corrective action is necessary? Where has expectations been met? What rewards have been presented? How has job performance been seen by other "stakeholders"?
Just a few thoughts.
