I want your valuable suggestion that how I will be evaluating a
candidate at the time of screening the cv.Though Matching the candidates
skills with the compnay's requirement is the initial stage but I want to
screen the cv so well so that ultimately the candidate get selected by the
company and proves to be the highest contributer.

In my opinion, while selecting a candidate there are some other points too (apart from education, exp. etc.) which required to be considered like company's culture he/she is working with, behavioral aspect, personality traits etc.
With technical specifications incumbent should be able to adjust with the new environment and company, as well as company should also be able to absorb him the way incumbent is.
For eg. In certain cases, technically management may find a candidate oversmart.
So, while going though candidate's resume, you need to match or foresee his/her backgound, company's work culture, customs, principles in conjuction with technical specifications.

Screening a cv helps you to decide if you want to talk woth the apslicant.

You cannot do what you want to do. A cv never tells us if the person will be successful if hired.

only thing you could do is to see whether he/she meets the minimum requirement to be called for an initial interview. further you can also decide how far he/she has achieved so far as professional.
an alternative would be to develop a point manual and review all cvs and award marks for what they have included in the cv and you can call who have earned highest marks for the interview.
