    First of all the clarification required whether the Rs.30000/- is CTC or Gross ie., whether the employer contribution of PF is part of CTC. secondly whether you are deducting PF from the employee or not as the basic may be around 50% . If no then the basic should be a minimum of 50%, then around 20% of gross salary can be HRA., Rs.100/- towards children educational allowance ( to a maximum of Rs.200/-) Rs.800/- towards conveyance allowance., Rs.1250/- can be medical reimbursement, if you are issuing meal coupon it can be @Rs.1300/- pm and then remaining can be special allowance.
    I believe the same serves your purpose.

    If this 30000 is a gross salary then following may be the structure:
    Basic: 15000
    HRA: 7500
    Conveyance Allowance: 800
    Children Education Allowance: 200
    Medical Reimbursement: 1250
    LTA: 1250 (one month's basic, optional)
    Books & Periodicals: 1000
    Special Alloeance: 3000
    Gross: 30000/-
    PF: 1800 (employer share)
    CTC: 31800/-
    If 30000 is CTC, then Special All will be 1200, rest other items remain constnt.

    you can calculate percentagewise like-
    basic= 40% of gross
    DA = 20% of basic
    HRA= 40% or 50% of Basic +DA
    Convey=800 non taxable
    Medical all= 1250/*- non taxable
    other allownace= remainig amnt.
