For Navratri - You can have a dress code for each day
For Diwali - You will need to arrange for activities 2 days before the main days -
1. Common Contest - Wherein you can give each dept some material - ask them to create something related to Diwali - E.g. Lantern and give them guidelines and timelines.
2. Or you can have dept wise activities - like visit each dept - Have a quiz or small acitivity/game and give our prizes
3. You can put up a big rangoli at the entrance and decorate the cafetaria or common place where all emps gather
4. Very imp - get a budget approved.

Food: Indian snacks and one snack for the employees who are fasting
Gifts/Awards: Best dressed Male/Female
Fun Games by randomly picking employees from the audience like Dandiya with Plastic Matka on head and rangoli Competition.
You can also have stall for caricature or tattoo mehandi..
These are some of the ideas..you can also think creative and plan for fun games even in lesser budget.
