Dear Abhay, please review the following from Factories Rules:
Material Safety Data Sheet Requirements
The occupier, while obtaining or developing a Material Safety Data Sheet in respect of a hazardous substance, shall ensure that the information recorded accurately reflects the scientific evidence used in making the hazard determination. If he becomes newly aware of any significant information regarding the hazards of a substance, or ways to protect against the hazards, this new information shall be added to the Material Safety Data Sheet as soon as practicable.
According to my understanding, no renewal frequency is fixed as per the Factories Act. You will need to verify whether any other acts have such provisions.

As per OSHA 1910.1200 App E, to ensure you have a current MSDS for each chemical in the plant as required, the rule does not require employers to maintain records of employee training, but many employers choose to do so. The list will eventually serve as an inventory of everything for which an MSDS must be maintained.
OSHA "Checklist for Compliance MSDS":
The following checklist will help ensure you are in compliance with the rule:
- Obtained a copy of the rule.
- Read and understood the requirements.
- Assigned responsibility for tasks.
- Prepared an inventory of chemicals.
- Ensured containers are labeled.
- Obtained MSDS for each chemical.
- Prepared a written program.
- Made MSDSs available to workers.
- Conducted training of workers.
- Established procedures to maintain the current program.
- Established procedures to evaluate effectiveness.

For finished goods, we review the MSDS whenever there is a change in additives or process chemicals. If equivalent chemicals are being used and the product specifications remain the same, the existing MSDS can still be used. However, if there are any changes or variations in the specifications, the MSDS needs to be renewed and revalidated.
As for legal matters, I am not well-versed. Let's wait for more information on that.
