Hi, Well, these are relative terms in HR parlance. However, to be precise, training is one of the processes to achieve development. The clinical meaning would be:
a) Training is a tool/process to achieve development.
b) Development is a change in the levels of any or all of the human parameters in an organization; like it could be a) Change in the competency level, b) Change in culture, c) Change in performance levels.
Hence, training is a tool/process, and development is a desired result.

Training is the practice of applying what one has learned to improve skills and gain further knowledge in its application. Human resources development in an organizational context is a process by which employees of an organization are assisted in a continuous, planned manner to:
- Acquire and sharpen the capabilities required to perform their present or expected future roles,
- Develop their general capabilities as individuals and discover and exploit their inner potential for their own and/or organizational development purposes; and
- Develop an organizational culture in which supervisor-subordinate relationships, teamwork, and collaboration among sub-units are strong and contribute to the professional well-being, motivation, and pride of employees.
