As many departments come under HR, but there is no specific rule for that; it depends on the organization. For example, in many small-scale industries, HR/Personnel is the same, but in giant and huge industries, HR Administration, Personnel, and Time Office can be different.

Don't confuse with the functions of HR. Just think the basics: whatever relates to the manpower in a company is HR. The basic functions are: Recruitment, Development, Retention, and Separation. All the sub-departments which my friends have deliberated come under these heads.
Recruitment is a strategic function involving understanding the business requirements and providing the necessary manpower in sufficient quantity and quality at the right time. Basic induction and training are part of this phase.
Development includes areas such as Training and Development, talent management, competency mapping, and performance management, among others.
Retention encompasses Compensation & Benefits, career planning, and administration.
Separation involves handling separation benefits and formalities.
