I'd like to humbly put forward some of my personal views for your consideration. Practically all who have passed school also cleared their exams in English as a subject. Unfortunately, I dare say, all are not very proficient in communicating in English. Thus the solution may not lie in cramming more grammar. One has to learn to apply the knowledge.
May I suggest that that you look for a good institute to learn 'Spoken English'. I doubt if there's any alternative to learn speaking any language. A word of caution before enrolling:please find out about the institute from as many different sources as possible, including ex-students.
Incidentally, where are you located? I could help you at Hyderabad:"The English School" at Masab tank is the best that is there at Hyderabad. The classes, comprising only about 8 students, are interactive and it follows the 'communicative' method. They are listed in 'Just Dial'.

May i suggest on this topic, why not members who are good in communicating in english have share their SKYPE account details?, this is very helpful for the others, as one says it is always good to talk talk and talk nothing else help if you dont practice it, and for this, that tool is very help ful.

I have a small problem. When I speak to anyone, the first thing they say that THEY CANNOT GET ME.
Whatever may be the language, either English or Telugu or Tamil, I am not able to clearly give out my thoughts as it is generated in my mind.
But many a times, this unclear approach of mine helped me. But cannot keep it as an asset.
