I think you need to know the full form of HR and PR, and then you would have understood the difference immediately.
HR stands for Human Resources, and PR stands for Public Relations.
HR is concerned with the management of human resources, which includes your workers/employees.
PR is concerned with the image-building of a corporation and includes media management.

An HR person has to be an excellent communicator and interpreter with good interpersonal skills, which is a must for PR too. Some companies do advertise to handle both the jobs. I hope it's clear now.
