I opine that L&D and T&D both are same. The only difference is in their nomenclature.
L&D (Learning) is the newer term and is used to make participants feel important, less intimated, more open and partcipative that they are not being 'trained' but 'being requested to learn'. And, it sounds better also... no!
The process and procedure for L&D remain exactly the same as you would follow for T&D. Hence, whatever you call, a Training will be a Training and will always have an important scope in the HR.
